Accuweather has a really good iPhone app. Maybe they have one for your device, too.

Go to the original source. All radar data is provided free to the public from the National Weather Service. If you go to http://www.weather.gov, you will see a map of the U.S. and you can click on the map to pick where ever you want to see the radar and/or weather forecast. A new page opens, with a closer in map of the area you want. You can either click on the map for a forecast, or look below the map and you’ll see a box that’s labeled “radar.” When you click on “radar,” the latest radar image will load. If you want it to loop, look at the menu on the left hand side. Under “reflectivity” and to the right of the word “base,” click on the word “loop.” There are lots of other features that you can play with such as loop speed, auto-update, etc. You just have to play with and see what settings you prefer.
